Under the CDM Regulations, everyone involved in construction has specific duties. These Regulations apply to ALL construction work no matter what size the project is.

Accidents and ill health in costruction are very high in the UK. The CDM Regulations were designed to ensure that Health and Safety becomes an essential and integral part of a project rather than an afterthought.

The Client has ultimate responsibility for all their projects and must appoint only competent Designers and Contractors.

As key project advisor with regard to Construction Health and Safety Risk Management, the Co-ordinator must ensure that all matters relating to health and safety are clearly communicated between clients and their designers and contractors.


When do you need a CDM Co-ordinator?

You must appoint someone to this role for any project where the HSE has to be notified. This Co-ordinator must be in place BEFORE significant detailed design work starts so that they can advise and assist you with all of your duties.

Construction (Design and Management) Regulations mean you must take responsibility for specific duties. Projects are separable into two categories (1) how long they take and (2) how many people are required.

CDM Regulations exist to make Health and Safety an essential and integral part of the planning and management of projects. They are also intended to make sure that everyone works together to reduce any risk to those working on the structure. This also includes anyone who may be affected by these works, or who might work there once it’s completed.

You can see from this that it’s a huge remit. You will also appreciate that it’s a specialist role. Unless you have a suitably qualified individual in-house, you will need an external CDM
Co-ordinator.


Benefits of Compliance

Compliance with CDM Regulations has a number of advantages. Probably the most appealing one is the reduction of costs, delays and/or bad publicity due to accidents or ill health. Potential issues around future cleaning, repair and maintenance will be examined and strategies put in place to avoid/reduce problems in this area.

When setting up a project or starting a building, you should consider possible future developments. This lets you build in contingency plans.

You, the client, are in control. You can influence those you appoint. But with this influence comes accountability – YOU must bear ultimate responsibility for the outcome.

This alone might convince you of the need to employ a CDM Co-ordinator. It certainly should encourage you to employ only those organisations with the right resources and who have demonstrated their capability to complete projects to which they are hired.
